What is a Safety and Emergency Plan and what is it for?

The building inspection is aimed to verify the issues identified at a preliminary stage

Once the overall situation has been analysed on the basis of the documents acquired, it will be essential to check the issues identified in the preliminary phase in the reality of the building.

The inspection must be extremely detailed, and must involve all the premises of the museum.

In particular, at this stage it will be important to establish:
  • The correspondence of the situation identified during the analysis of the documentation with the real situation of the structure. The analysed documents may be out of date, or may refer only to a project idea: for this reason, it will be essential to check, with plans in hand, any difference in the arrangement of spaces, and the effective position of safety systems and fire extinguishers.
  • The actual operation of the safety systems indicated in the plan. For this purpose, it will be important to identify not only the correct general operation and frequent maintenance of the systems, but also the conditions that can compromise the correct use of the emergency devices. For example, extinguishers – despite being properly maintained – are frequently positioned in a way that makes them practically impossible to reach them in an emergency; in other cases, even fully functional security cameras may have a view covered by bulky boxes that create hidden corners, and so on.
  • The procedures for switching on and off the safety and response systems in case of emergency. Some issues that can be investigated at this point are:
    • communication and intervention times of the National Fire and Rescue Service teams in the event of a fire;
    • alarm procedures identified in the event of a fire;
    • procedures for switching on and off the anti-intrusion systems;
    • presence (or not) of a night surveillance service and tasks/responsibilities entrusted to it in the event of an emergency;
    • distribution of access keys to the museum premises;
    • possible subdivision of the safety systems according to different risk areas.
